Supplanting
Whereas funds awarded to the college from programs administered by the U.S. Department of Education are intended and regulated to supplement, and in no way supplant other institutional resources, it shall be the policy of Colby Community College to prohibit explicitly such displacement. Funds received from the U.S. Department of Education shall, in no case, be used to replace or supplant funds which might otherwise be available for supporting identical or similar activities for which such federal funds have been received.
Whereas federal funds awarded to the college are governed by Education Department General Administrative Regulations (EDGAR), it shall be the policy of Colby Community College to follow such regulations including time and effort requirements and cost principle rules as set forth in 2 CFR 200 and the Uniform Grant Guidance (UGG).
